- 2016/05/13 - PacificEast Launches Carrier Data Hosting Solution
- PacificEast's IDICIA division launches a new data hosting service targeted at the telecom sector.
PacificEast announced today that IDICIA, its real-time information services division, has launched a telecom sector services product line and will
begin providing carrier hosting data services to VoIP telephone service providers, landline carriers and mobile network operators. The new service offering, which
IDICIA is calling Carrier Data Hosting, is intended to provide telecom service providers a new, flexible choice for hosting and serving their internal, operational
data sets such as CNAM and LIDB. Telecom service providers will be able to leverage the IDICIA service to reduce their cost and complexity of managing these internal
data sets while increasing the revenue they can obtain from them.
In the announcement, Garth Froese, PacificEast's CEO stated, "We have a positive reputation in the telecom market and we believe telecom service providers are
looking for outsourcing partners that focus on strong ethics, excellent customer service, technical agility and thought leadership." PacificEast's COO, Scott Rice,
also stated that IDICIA is leveraging the security and privacy experience it developed providing information services into the highly regulated and privacy-centered
healthcare sector to design a platform that provides a faster and higher share revenue stream for carrier/operators. Mr. Rice continued, "For several years we’ve
been working with tier one MNOs and carriers to provide consumer information verification services into the healthcare, financial service and non-profit markets,
but we hadn't been focusing on providing services back into the telecom sector. With our expertise in verification and the ability to work with all the telecommunication
service providers we are now in a position to assist them in the management and monetization of their CNAM, LIDB and verification datasets." In today's annoucement
PacificEast stated that the Carrier Data Hosting solution is now available for telecommunication service providers to start testing immediately.
- 2015/06/10 - IDICIA Creates Solution for Healthcare and Banking
- IDICIA Creates Solution for Healthcare and Banking Challenged by Soppet and Breslow Rulings.
Recent rulings in the 7th and 11th Circuits have made it difficult for banks and healthcare companies to provide consumer requested notification without
risking lawsuits or fines when consumers change their telephone numbers.
Today IDICIA announced a Consumer Consent Reverification solution for companies challenged by recent circuit court decisions related to TCPA restrictions on telephone
calls made without a consumer's consent. These recent court decisions (Soppet v. Enhanced Recovery Company, LLC, 679 F.3d 637, 643 [7th Circuit, 2012] and Breslow v.
Wells Fargo Bank, N.A., 755 F.3d 1265 [11th Circuit, 2014]) have held that companies are liable for un-consented calls or texts made to telephone numbers even when those
phone numbers have been recycled and reassigned to new consumers. IDICIA's COO, Scott Rice, today clarified how the original consent can break down over time. "The
specific problem is caused when a consumer consents to have a company communicate via phone call or SMS to a specific number, then changes their phone number and doesn't
notify the company to whom they had originally granted consent. The assumption has been that the consent was for communication to a particular phone number or to a particular
intended recipient, but these two court decisions have clarified that the consent is associated to the consumer, not to the number." Rice stated that when these consented
numbers are re-assigned to a new consumer, the companies continued to communicate with whom they believed to be the consenting party. "While it is clear to us that the
companies continued to act in good faith in the belief that they still had consent, in both cases the courts rejected the notion that the consent of the intended subscriber
was sufficient." In the Soppet case, the 7th Circuit stated "consent to call a given number must come from its current subscriber." With these decisions companies
find themselves in the position of not knowing if they actually have consent or not unless they can verify that the original consenting party is still the subscriber assigned
to the consented phone number.
To help companies establish if they still have consent, IDICIA announced a new configuration of their TelifiedTM brand called Telified CR that will
provide what IDICIA refers to as "consent reverification". Rice described this new capability: "Telified CR allows companies to automatically re-verify that the
consenting consumer still owns the consented phone number." Rice stated IDICIA's solution uses its existing platform of telecom billing information access systems to determine
the appropriate phone company for each phone number, then verifies with that phone company that the name and address they have on file matches the name and address of the consenting
consumer. "Without any automation, the only choice left to companies to reverify consent is to periodically manually dial the numbers and verify that the number is still assigned
to the person from whom they had received consent. But that is costly, time-consumer and frankly, very annoying and a little suspicious for subscribers to have someone continually
calling them up asking them to verify their name and address." Rice estimates that this new solution can resolve this problem for over half of all US telephone

- PacificEast's FlexiQuery Cloud-based Fraud Research Service named 2013 Silver Winner in Midrange Software by
the Tech Awards Circle.
PacificEast has been awarded Silver for its Interactive FlexiQuery software in the 2013 Tech Awards Circle in the Midrange Software
category. FlexiQuery was selected for this honor by a jury comprised of an independent circle of publication reviewers and journalists
Tech Awards Circle celebrates the products, vendors and individuals making a difference in the industry today. By providing customers instant access
to deep consumer data, PacificEast's FlexiQuery service arms businesses against online order fraud and helps reduce charge-backs.
Designed as an interactive tool, FlexiQuery provides instant access to deep consumer data that is restricted to this purpose. For
example, FlexiQuery is used to verify that shipping addresses really exist, verify bank card and IP information, cross-check name,
addresses, IP geo-location, telephone and email information to look for red flags that might indicate a high-risk order.
"PacificEast's FlexiQuery software was rated among the 'best of the best' for true industry excellence and innovation to be a winner
of the Tech Awards Circle finalists," said Kevin Anderson, awards program coordinator. "Our judges were impressed with the level
of submissions from all the vendors entering this year's competition, so to be named a winner of this prestigious award is a testament to the
quality and innovation shown by the winners in the high tech community."
After the announcement on Tuesday, Garth Froese, PacificEast CEO, said "We are pleased to be recognized by Tech Awards Circle for the work we do
and for the difference FlexiQuery is making for businesses across a variety of industries. Companies today face growing risks from fraudulent orders.
While there are a host of products on the market, many of these can have high up-front costs so they are out of reach for many businesses. FlexiQuery's
pay-as-you-go model provides businesses of all sizes affordable access to fraud prevention services and a manual order review console that are so necessary
for any company selling over the internet."

- 2011/07/25 – PacificEast Research launches SearchPilot™
- Beginning Monday, July 25th, PacificEast is making it easier for you to find contact records via our PacificEast
Interactive product by introducing a new option called SearchPilot™. SearchPilot monitors the results from your queries and,
when necessary, automatically fine-tunes and re-executes your query in order to improve your results. SearchPilot increases your
chance of finding a high quality match. Some of the advantages of SearchPilot have been in place for almost a year, operating
quietly in the background, but now we're broadening its capabilities so we've decided it's time to give credit where credit is due.
We believe these broader capabilities will improve results for most of our customers, but starting Monday
we're going to give you control over whether or not you engage the SearchPilot function. Just like using a wrench to pound in nails
doesn't produce the same results as using a hammer, using SearchPilot may not be ideal in every situation. That's why we have given
you, the user, control over when SearchPilot helps you and when it doesn't. You'll see the most notable difference in search results
when you do a "broad search". Broad searches are those that use few criteria and so can sometimes return in excess of 30
results. (An example of a broad search would be a query for all the John Smiths in Chicago, IL.) SearchPilot is ideal for narrower
searches where you're looking for a very specific set of criteria, but it's not always ideal for broad searches because a SearchPilot
search can only return up to 30 results. If you want more results you'll want to unselect the SearchPilot option. Without the
SearchPilot option engaged you'll find the Interactive service works exactly as it always has: If your search returns more than
30 records, you'll see the paging button displayed to allow you to scroll through all your results.
Still not sure how SearchPilot can help you? Here's a simple synopsis of our recommendations for using SearchPilot:
Use SearchPilot when...
Don't Use SearchPilot when...
- You are looking for a specific person, address or phone number
- You don't need or want multiple pages of results
- You are not sure what specific person, place or phone number you are looking for and want to see as many options
- You want to see more than 30 results if they are available
- 2011/04 – PacificEast Research announces the launch of its new account verification product: Telified™
- PacificEast Research, a significant provider of data cleansing, appending and verifications services in North
America, announced today the launch of Telified™ (www.telified.com), a new contact verification platform. In making the
announcement, Garth Froese, PacificEast's CEO described Telified as a new system that verifies contact identity information by
directly accessing, in real-time, the North American Telecommunications network. "Using the telecom network we allow our
customers controlled access to telephone company records to confirm identity and contact information supplied during new account
setup or for periodic re-verification of account information they already have on file." PacificEast's Vice President of Sales,
Mike Leszcz, described the competitive landscape: "We believe Telified is unique in the market place. Other companies in this
space access only on-site databases. This is appropriate in some cases, but not all the time." Mr. Leszcz continued, "By
asking the telephone network to confirm the information you supply, our customers have access to a national, independent third party
that is already receiving payments every month."
Scott Rice, PacificEast's CIO and a former Principal Scientist at credit bureau TransUnion remarked about the value of Telified for
what the financial service industry calls "thin filers", consumers without much established credit. "For some
consumers, especially the young and immigrant populations, getting their first credit can be a Catch 22: you can't get any until you
already have it. But just because someone doesn't have a long record of established credit doesn't mean they don't or won't pay
their bills. Credit Bureaus provide verification services that confirm a consumer's contact information, things like their name,
address and phone number, but they can only do this for people they have on file. Thin filers need another way to prove who they are
which helps them begin to establish credibility and, eventually, credit. We're excited about Telified because it gives consumers
without much credit a new method of establishing who they are and providing an example of how they already pay their bills. But it's
also good for business because it provides an affordable means of verifying identity information for those with limited established
credit which gives businesses access to more customers without as much of an increase in the potential for fraud." In their
announcement today, Mr. Froese said the product will be available in production on Thursday, May 5, 2011 but that product
documentation was made available on April 15th. Mr. Froese said "with a product this new we know the marketplace will find
creative uses of which we haven't even dreamed. We welcome the opportunity to partner with other creative companies to see how
Telified can bring benefit to their particular market segment".
- 2010/12 – New PacificEast Sales VP to Open East Coast Office
- PacificEast Research, a leading provider of real-time information services to businesses in the United States and Canada,
today announced that Mike Leszcz Jr. has joined the company as their new Vice President of Sales. In today's announcement Garth Froese, PacificEast
CEO, said "Mike is a highly-successful sales and business development executive who has effectively served other Fortune 500 and early stage
companies. We know Mike's experience with other leading technology and information providers including Oracle, LexisNexis and FactivaDow Jones will
be a timely compliment to our team and will help us create even better value for our customers." Mr. Froese went on to comment that Mr. Leszcz
has developed a reputation for effectively helping organizations leverage a wide array of internal and external information resources through enterprise
platforms to provide a competitive advantage.
"It’s an exciting time to be at PacificEast as the company is well positioned for continued growth by providing our clients with quality information
solutions and partnering with them to launch new, innovative products that will enable them to solve their business challenges," Mr. Leszcz said.
Mr. Leszcz will also be tasked with opening a new sales office to better serve PacificEast's East Coast customers. The new office will be located in the
Washington, DC area to be close to PacificEast's many Mid-Atlantic non-profit, call-center and government-related clients. PacificEast, also has US Divisional
offices in Portland, Oregon, and is headquartered near Vancouver, British Columbia.
- 2010/09 – PacificEast To Co-Chair OIX Telecom Data Working Group
- PacificEast, a leading provider of real-time information services to businesses in the United States and Canada, today
announced that it has joined OIX, the Open Identity Exchange, and that its CIO, Scott Rice, will be co-chairing the Telecom Data Working
Group, a forum of telecom industry experts tasked with developing rules for the establishment of a Telecom Data Trust Framework. "Recent
government regulations allow new applications to use telephone subscriber data for fraud prevention and other identity-centric
applications," said Don Thibeau, president of OIX. "The Telecom Data Trust Framework is conceived of as a methodology and means of
ensuring that high quality, up-to-date information speeds and improves Internet transactions while being shared securely and accurately.
Scott’s background designing telecom-data-centric authentication systems and PacificEast’s experience providing contact data solutions for
ID verification and fraud prevention over the internet will contribute a balanced, market perspective to the framework which is intended to
specify a consistent, secure means for telecommunication service providers to authenticate identity information." Due to a complex
fabric of federal and state regulations the telecom carriers can find it challenging to develop solutions that provide new services to their
subscribers. "I believe it will be a great advantage to the group to have a neutral, open, third party like OIX overseeing and
verifying the process," noted Mr. Rice. "The carriers, third party identity verification service providers like PacificEast and,
most of all, the subscribers all need to feel comfortable with any use of telecom data; OIX provides an excellent foundation on which to
build the necessary trust."
