Introducing the PacificEast TCPA API: Catch Compliance Risk Before It Costs You
We are excited to introduce the PacificEast TCPA API. It brings compliance checks into the systems your team already uses for outreach, so you can check each number when it matters most: right before you call or text.
Why does that timing matter? Because those violations can be costly. Under the Telephone Consumer Protection Act (TCPA), each non-compliant call or text can carry $500 in statutory damages, and up to $1,500 if the violation is found to be willful or knowing. Those amounts apply per contact, so exposure grows with outreach volume, not with intent.
In many cases, organizations facing TCPA claims weren’t trying to cut corners. They were working from contact data that changed after it was last checked.
The cost of checking too late
Per-call exposure adds up quickly. Consider a hypothetical campaign that reaches 1,000 numbers that have been reassigned since the list was last cleaned. At $500 per violation, that’s $500,000 in potential damages. If the violations are found to be willful, it could reach $1.5 million.
Litigation is common, and most of it is class action. According to WebRecon, 2,096 TCPA lawsuits were filed in federal court through September 2026, up 13.4% over the same period in 2025. Most were brought as putative class actions, which made up 61% to 80% of TCPA filings each month this year. A class action can multiply exposure across thousands of contacts at once, and defending one is costly even when the claim is resolved favorably.
Operational fallout follows. A compliance issue rarely stays contained to legal. Campaigns are paused, staff resources go to review and remediation, and outreach that patients or customers were counting on is inevitably delayed.
Reachability takes a hit. Complaints about unwanted calls contribute to spam flags, and flagged numbers are answered less often. [Link to DNC complaint trends post.] A compliance problem can quickly become a reachability problem.
Why the time between scrub and dial matters
Many teams run a check before large campaigns, and that’s a good starting point, but contact data continues to change after that initial scrub. Numbers are disconnected and reassigned to new owners, landlines are ported to wireless, Do Not Call status changes, and consent is revoked. Under the TCPA, consent doesn’t transfer with a phone number. When a number is reassigned, the new owner never agreed to hear from you.
The more time that passes between when a list is checked and when those contacts are actually being dialed, the more room there is for something to change.
What the TCPA API does
The PacificEast TCPA API checks each number automatically, right before it’s dialed. Instead of relying on a scrub that happened days or weeks earlier, your team is acting on information that’s current at the moment of contact.
Each API query covers four areas:
- Reassigned numbers: Flags numbers that have been disconnected since you obtained consent, using the Reassigned Numbers Database.
- Do Not Call: Checks numbers against the federal and state DNC lists.
- Litigator scrub: Flags numbers associated with known TCPA litigants. Repeat plaintiffs are a meaningful share of consumer litigation. WebRecon has found that roughly 40% of plaintiffs filing consumer protection lawsuits in a given month had sued at least once before.
- Line type: Identifies whether a number is mobile, landline, or VoIP, which affects which TCPA rules apply to the call.
Where it fits in your workflow
PacificEast is platform agnostic, so the API works alongside the CRM, dialer, or contact center platform you already use. Because the query runs automatically before each dial, compliance becomes part of how outreach happens rather than a separate step someone has to remember.
Part of a complete contact data strategy
Compliance is one part of making sure outreach works. Our data enrichment and verification services keep contact records accurate and complete over time. The TCPA API adds a final check at the moment of dialing, flagging numbers that carry compliance risk before the call goes out. BrandDelivery and spam monitoring help make sure compliant calls are recognized and answered.
Taken together, they address the same underlying issue from different angles: outreach only works when the data behind it is current.
Built for high-volume outreach
Organizations that make a high volume of calls and texts carry the most per-contact exposure. That includes healthcare organizations handling appointment reminders, follow-ups, and billing calls, as well as financial services, nonprofits, retail, and call center operations.
